Situated on the corner of Laings Road and High Street in Lower Hutt, BLACK was proud to deliver this adaptive reuse project—a standout example of urban revitalisation in the area.
The project involved a full structural upgrade of the existing building, converting four floors of office and commercial space into upgraded retail tenancies, three floors of apartments, and two rooftop penthouses. Structural works included the demolition of existing ground-floor tenancies, the pouring of new in-situ shear walls, the installation of chevron bracing on Levels 1 and 2, and the thickening of core walls from the ground floor to Level 4.
Fitout works on Levels 1–3 created ten one- and two-bedroom apartments per floor, refurbished the original brass windows, and incorporated a new elevator along with upgraded plumbing, mechanical, fire protection, and electrical services throughout. On Level 4, two existing apartments were fully gutted and reconfigured, with new double glazing and air conditioning installed. As part of our works, the façade and canopy were refurbished, and new roof membranes were applied.
This project required working effectively and efficiently alongside operational businesses. We facilitated temporary premises for them to continue operating during construction, which demanded extensive planning and careful management to minimise disruptions. Despite COVID-related impacts, the project was completed on time and within budget expectations.

We successfully applied multi-platform safety policies and operational procedures to ensure protection of workers and public during the build.
Problem solving to achieve programme and scope of works, such as developing delivery schedules to minimise contractor congestion within the whole building, as well as the use of spider cranes to move the steel substructure sections into place when other means were not ready.
